Fourteen months ago, Lowe, a military veteran, firefighter for the West Licking Fire Department and SWAT team medic with the Licking County Sheriff’s Office, began developing the Barracuda security system to protect civilians in active shooter situations. Now, with a patent pending, and Bilco manufacturing and selling the product, he said he hopes to save the lives of innocent people all over the world.
